MP Urja Vikas Nigam Releases Corrigendum For KUSUM-C Solar Tender Targeting 1200 MW Capacity

Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) has issued a new corrigendumโ€”Corrigendum XIIโ€”dated 4th June 2025 for the implementation of grid-connected solar photovoltaic (PV) power plants under the feeder solarization component of the PM KUSUM-C Scheme. This update is part of the Surya Mitra Krishi Feeders Scheme and focuses on the sale of solar power to MPPMCL. The revised Request for Proposal (RfP) and Power Purchase Agreement (PPA), along with all associated annexures and appendices, are now in effect. All previous versions of the RfP and related documents are superseded by this new corrigendum.

The total capacity offered under this scheme is a cumulative Central Financial Assistance (CFA) equivalent of 1,200 MW. This capacity will be allocated based on the requirements assessed for the target feeders connected to specific substations as listed in Annexure 1 of the RfP. The implementation aims to involve both self-development and developer modes. In the self-development mode, eligible participants include individual farmers, farmer groups, cooperatives, Panchayats, FPOs, and agriculture-related institutions. These participants must own the prescribed land at the time of bidding and demonstrate ownership with valid documents like land registry, khasara, or bhoo-adhikar pustika.

For developer mode participants, including companies, LLPs, partnerships, and sole proprietors, financial eligibility criteria such as net worth and turnover requirements apply. Bidders can form consortiums or joint ventures with up to two members. Bids can be submitted for multiple substations but only one bid is allowed per substation. The bidding process includes both online and hard copy submissions, and key deadlines are specified. The last date for online bid submission is 25th June 2025, and the technical bid opening is scheduled for 30th June 2025. The financial bids will be opened on 10th July 2025.

The scope of the project includes the design, supply, construction, testing, commissioning, and 25 years of operation and maintenance of the solar power plants. The power must be injected at the 33/11 kV substations as per the delivery point norms. The bidders are required to bear the cost of building the evacuation infrastructure, or they can pay the DISCOM for the construction. The standard operating procedure and related specifications for the evacuation infrastructure are provided in the RfP.

The revised documents aim to streamline the bidding process, improve clarity, and ensure compliance with the latest MNRE guidelines. These updates provide clear roles, timelines, and technical standards, ensuring smoother implementation and alignment with India’s renewable energy goals. Bidders are encouraged to thoroughly study the revised RfP and PPA to ensure full compliance and successful project execution.
