NHPC Invites Bids For Solar Rooftop Projects In Manipur Under RESCO Mode

NHPC Limited has issued a Request for Selection (RfS) inviting online bids for setting up grid-connected solar rooftop plants in the state of Manipur. The project will be executed in RESCO mode through tariff-based competitive bidding and e-reverse auction. This initiative is being managed by NHPC Renewable Energy Limited (NHPC REL), a fully owned subsidiary of NHPC Ltd, and aims to install rooftop solar systems on various government buildings across the state.

The tender was published on June 30, 2025, at 18:00 hrs, with the document download facility starting the same day at 18:30 hrs. The online bid submission window opens on July 3, 2025, at 11:00 hrs and will close on August 1, 2025, at 17:30 hrs. Offline submission of bid documents must be completed by August 5, 2025, up to 17:00 hrs. The technical bids will be opened on August 6, 2025, at 15:00 hrs, while the financial bid opening and the date for the start of the e-reverse auction will be communicated later.

The bid document is priced at ₹1,500, payable through a demand draft to NHPC Ltd, Faridabad. An earnest money deposit (EMD) of ₹8,21,000 is required and can be submitted via DD, bank guarantee, or insurance surety bond. The bid validity is set for 120 days from the last date of online submission. The selected rooftop developer will be given nine months from the date of signing the Power Purchase Agreement (PPA) to complete the project commissioning.

Interested bidders must be Indian legal entities and meet specific technical and financial criteria. Technically, bidders must have experience in developing or commissioning grid-connected solar PV projects with a cumulative capacity of at least 400 kWp, including one project of 40 kWp or more. Alternatively, they can qualify through prior EPC work in infrastructure valued at ₹4 crore or more and experience with electrical substations of 11 kV or above.

Financially, bidders must demonstrate an average annual turnover of at least ₹1.64 crore over the last three years, have positive net worth in at least two of the last three years, and maintain a working capital of ₹0.91 crore. All documents must be uploaded online through the Central Public Procurement (CPP) Portal using a valid digital signature. Offline documents are to be submitted to the NHPC office in Faridabad.
