MSERC Invites Public Comments On Draft 2025 Renewable Energy Tariff Regulations In Meghalaya

The Meghalaya State Electricity Regulatory Commission (MSERC) has invited comments and suggestions on the draft of the “Meghalaya State Electricity Regulatory Commission (Terms and Conditions for Determination of Tariff for Generation from Renewable Energy Sources) Regulations, 2025.” The draft regulation has now been pre-published and made available for public review and input. This marks an important step in updating the tariff framework for renewable energy projects in the State of Meghalaya.

The Commission originally notified the tariff regulations for renewable energy sources through Notification No. MSERC/REG/2014/02 dated 11 November 2014. These regulations apply to the determination of the tariff for the supply of electricity from renewable energy sources to the distribution licensee operating within the state. The regulation was aligned with the tariff determination framework issued by the Central Electricity Regulatory Commission (CERC). Following that, MSERC issued an amendment to the regulation through a notification dated 23 June 2022.

The CERC, through a new notification issued on 12 June 2024, introduced the Central Electricity Regulatory Commission (Terms and Conditions for Tariff Determination from Renewable Energy Sources) Regulations, 2024. After this development, MSERC reviewed its existing 2014 regulation along with the 2022 amendment. Based on this review, the Commission has taken the decision to re-enact the tariff regulations for renewable energy sources in Meghalaya, aligning them with the latest tariff regulations issued by the CERC.

The Commission has exercised its powers under Section 86(1)(a), (b), and (c) read with (e), and Section 61(a to h) of the Electricity Act, 2003, to initiate the process of re-enacting the regulations. The draft of the new regulations for 2025 is now available on the official website of the Commission for stakeholders and the general public to review.

In accordance with Section 181(3) of the Electricity Act, 2003, the Commission has issued a public notice inviting written objections and suggestions from interested individuals, organizations, and stakeholders. These submissions must be sent to the Secretary, Meghalaya State Electricity Regulatory Commission, at the New Administrative Building. Submissions can also be emailed 15 days from the date of the notice.

The Commission has clearly stated that any objections or suggestions received after the specified deadline will not be entertained. The decision to open the draft for public input is expected to support transparency and enable broad participation in shaping the renewable energy tariff framework for the state. The updated regulations aim to promote renewable energy development by ensuring a fair and structured process for tariff determination that aligns with national policy and regulatory standards.
