MES Invites Bids For 3 MW Solar Plant Maintenance At Panagarh, West Bengal

The Military Engineer Services (MES) has issued a tender for the comprehensive maintenance of a 3MWp solar power plant located at PMS under the Garrison Engineer (GE) Panagarh. The work will be carried out under an Annual Maintenance Contract (AMC) and is estimated to cost about Rs 1,09,17,000 at current market rates. The total period for completing the contract is 425 days.

The tender is open to both enlisted and unenlisted contractors, subject to specific eligibility conditions. Enlisted contractors must hold a Class ‘B’ or above registration under category ‘b(ii)’. Firms with Class ‘B’ status and a valid Memorandum of Understanding (MoU) or independent solar ratings between 1A and 2C from recognized rating agencies such as CRISIL, CARE Ratings, or ICRA are also eligible to participate.

Unenlisted contractors must meet the enlistment criteria for Class ‘B’ as specified in the MES Manual of Contracts 2020. This includes requirements related to annual turnover, bank solvency, and experience in completing similar works. The tender clearly states that foreign firms are not allowed to bid. However, Indian firms with foreign directors or Indian nationals staying abroad may be considered, subject to security clearance.

Interested bidders are required to submit a tender fee of Rs 1,000 in the form of a Demand Draft or Banker’s Cheque payable to GE Panagarh. An Earnest Money Deposit (EMD) of Rs 2,18,500 must also be submitted. Enlisted contractors who have not executed a Standing Security Bond and all unenlisted contractors must provide the EMD in the form of a deposit at call receipt.

The successful bidder can convert the EMD instrument into part of the Performance Security. The total performance security must be deposited within 28 days from the date of acceptance.

The bidding process will be conducted online through the official defence procurement portal at http://www.defproc.gov.in

 using a two-cover system. The first cover will include the technical bid along with scanned copies of the tender fee, EMD, and enlistment documents. The second cover will contain the financial bid. Original hard copies of the DD and EMD must reach the GE office within seven days of the bid submission deadline.
