ASEAN Energy Regulators Reaffirm Commitment to Regional Grid Integration and Regulatory Cooperation

Energy regulators from across Southeast Asia have reaffirmed their commitment to deeper regional cooperation and integrated energy systems during the 17th ASEAN Energy Regulators Network (AERN) Meeting, as member states seek to address growing energy security challenges and accelerate regional power connectivity.

The meeting brought together regulatory leaders from ASEAN member countries to discuss strategies for strengthening energy resilience amid rising fuel market volatility, supply chain disruptions, and geopolitical uncertainties affecting energy systems across the region.

Speaking at the event, Atty. Francis Saturnino C. Juan, Chairperson and Chief Executive Officer of the Energy Regulatory Commission of the Philippines and incoming AERN Chair for 2026–2027, emphasized the need for coordinated action to address common challenges facing ASEAN economies.

Juan noted that the Philippines recently declared a state of national energy emergency, highlighting the urgency of ensuring reliable and affordable energy supplies for industries and households. He stressed that similar challenges are being experienced across Southeast Asia, making regional collaboration increasingly important.

The discussions were held under ASEAN’s 2026 theme, “Navigating Our Future, Together,” with participants underscoring the need to strengthen cooperation as the region undergoes a major energy transition driven by renewable energy deployment, emerging technologies, and cross-border electricity trade.

A key focus of the meeting was the advancement of the ASEAN Power Grid initiative, which aims to enhance regional energy security through greater interconnection and electricity sharing among member states. Regulators highlighted the importance of regulatory alignment and policy coordination to support the development of interconnected power systems.

According to Juan, regional integration requires not only physical infrastructure investments but also harmonized regulatory frameworks that can facilitate efficient and reliable cross-border electricity transactions.

During his closing remarks, Juan outlined three priority areas for the network: enhancing regulatory coherence among member states, accelerating the implementation of regional integration initiatives, and strengthening regulatory capacity to respond to rapidly evolving energy sector developments.

He noted that the ASEAN Power Grid has progressed from a long-term vision to an active regional initiative, with efforts increasingly focused on implementation and delivery.

As AERN Chair for 2026–2027, the Philippines reaffirmed its commitment to promoting regulatory harmonization and advancing cooperation among ASEAN energy regulators to support a more resilient, interconnected, and sustainable regional energy system.

The meeting concluded with member states expressing strong support for continued collaboration under AERN as Southeast Asia works toward greater energy integration and long-term energy security.
