NGEL Invites Bids For Electrification Of Security Cabins At 160 MW Jetsar Solar Station In Rajasthan

NTPC Green Energy Limited (NGEL), a wholly owned subsidiary of NTPC Limited, has invited online bids for the electrification of security cabins at its 160 MW Jetsar Solar Station located in Raisinghnagar, Sri Ganganagar district of Rajasthan. The project will be executed through a single-stage composite bidding process and is aimed at strengthening the security infrastructure of the solar power facility.

The project will be fully financed through NGELโ€™s internal resources, eliminating the need for external funding. As per the bidding document, referenced as NGEL-CS-200152288, the scope of work includes the supply of electrical materials, circuit wiring, and submain wiring required for the security cabins. The contractor will be responsible for installing single-core copper conductor cables with Flame Retardant Low Smoke (FRLS) or Halogen Free Flame Retardant (HFFR) PVC insulation.

The cables are required to be laid through surface-mounted or concealed medium-class PVC conduits in accordance with the bill of quantities specified in the tender. The selected contractor will have 120 days from the issuance of the Letter of Award (LOA) or purchase order to complete the project and hand over the work.

In line with the Public Procurement (Preference to Make in India) Order, 2017, participation in the tender has been restricted to Class-I local suppliers. Traders, dealers, and distributors supplying third-party products will not be eligible to claim benefits under the policy. The tender document also clarifies that benefits available to Micro and Small Enterprises (MSEs) under the Public Procurement Policy, 2012, will not apply because the package is categorized as a works contract rather than a procurement of goods or services.

The tender terms provide relief to bidders by exempting them from paying a tender fee and Earnest Money Deposit (EMD), commonly known as bid security. In addition, no Performance Bank Guarantee (PBG) requirement has been specified in the initial invitation schedule. NGEL has also decided not to conduct a pre-bid meeting, reverse auction, or integrity pact for this procurement process.

The company has clearly stated that joint ventures, consortiums, and collaborations with associate firms will not be permitted to participate in the bidding. Interested bidders must also ensure that at least 2% of the total service component of their contract value is allocated toward safety measures and compliance with applicable safety regulations.

Bid submission schedules, opening dates, and other timelines will be available on the official NTPC e-procurement portal. NGEL has advised bidders to submit any clarification requests before the specified deadline, as no queries will be entertained afterward. The company has also reserved the right to accept or reject any bid, or even cancel the tender process entirely, without assigning any reason.
