The West Bengal State Electricity Distribution Company Limited (WBSEDCL) has invited bids from empanelled general insurance companies for providing comprehensive insurance coverage to its rooftop solar photovoltaic (PV) power plants installed across multiple regions in the state. The utility issued the Limited E-Tender Notice (INS-07/2026-27) on July 22, 2026, seeking competitive premium rates for insuring critical assets for a period of one year.
The proposed insurance policy will remain valid from August 16, 2026, to August 15, 2027. It will cover rooftop solar PV installations located under 11 regional offices, including Purulia, Bankura, Birbhum, Malda, Jalpaiguri, Coochbehar, Raiganj, Paschim Midnapur, Burdwan (DPL), Bidhannagar, and North 24 Parganas. According to the tender document, the total reinstatement value of the equipment to be insured is estimated at ₹12.07 crore (₹12,07,87,648.11).
The selected insurance provider will be responsible for offering comprehensive property insurance against a wide range of risks. These include Standard Fire and Special Perils, Storm, Tempest, Flood and Inundation (STFI), Earthquake (EQ), and Burglary, including theft. The insurance coverage is intended to protect WBSEDCL’s rooftop solar assets from potential damage or financial losses arising from these unforeseen events.
WBSEDCL has stated that the selection of the successful bidder will be based on the Quality Cost cum Based Selection (QCBS) method. Under this evaluation process, participating insurance companies will be assessed not only on their financial quotations but also on several qualitative parameters. These include claim settlement history, claim ratios, and the number of pending unsettled claims. The bidder offering the most competitive and technically responsive proposal will be considered for award of the contract.
The utility has also clarified that payment for the insurance premium, including applicable Goods and Services Tax (GST), will be made in advance after receipt of the invoice. The insurance process will be managed through two mandated co-brokers. Saferisk Insurance Brokers Pvt. Ltd. will serve as the lead broker with a 51% share, while Alliance Insurance Brokers Pvt. Ltd. will hold the remaining 49% share.
As per the tender schedule, the notice will be published on July 23, 2026, and document downloads and bid submissions will begin the same day at 10:00 AM. The last date for submitting pre-bid queries is July 28, 2026, while the pre-bid meeting is scheduled for July 29, 2026. Bid submissions will close on July 31, 2026, at 5:00 PM. Technical bids will be opened on August 3, 2026, at 10:30 AM, followed by financial bids at 11:30 AM.
WBSEDCL has not specified any requirement for an Earnest Money Deposit (EMD) or Performance Bank Guarantee (PBG) in the tender notice. Interested bidders must submit their offers online through the West Bengal e-Procurement portal using a valid Class-II or Class-III Digital Signature Certificate. The quoted premium rates must remain valid for at least 90 days from the date of bid opening, and bidders are encouraged to inspect the project sites and verify asset valuations before submitting their proposals.
