PFC Consulting Limited (PFCCL), a wholly owned subsidiary of Power Finance Corporation Limited (PFC), has incorporated a new special purpose vehicle (SPV), BENCHIGERE Transmission Limited, to develop a transmission project in Karnataka.
The newly incorporated SPV will undertake preparatory activities for the 400 kV Benchigere transmission system in Tumakuru district, Karnataka. The project is being developed through the Tariff Based Competitive Bidding (TBCB) process for selection of a transmission service provider.
PFCCL has been appointed as the Bid Process Coordinator (BPC) by the Ministry of Power, Government of India, for selecting a developer for Independent Transmission Projects (ITPs) through competitive bidding.
As per the TBCB guidelines issued by the Ministry of Power, the BPC is responsible for preparing the project profile and initiating key activities, including land acquisition processes, surveys, preparation of reports and obtaining forest clearances, wherever required.
The SPV will carry out these preliminary development activities and will subsequently be transferred to the successful bidder selected through the international competitive bidding process under the TBCB framework.
The incorporation of BENCHIGERE Transmission Limited follows approval from the State Empowered Committee on Transmission during its 7th meeting held on 29 August 2025. The committee had ratified the nomination of PFCCL as the BPC for the project by the Karnataka Power Transmission Corporation Limited (KPTCL).
The Energy Department of the Government of Karnataka has also conveyed its approval for the development of the transmission system through the TBCB route.
