The Kerala State Electricity Board (KSEB) has invited competitive bids for setting up 150 MW rooftop solar PV power plants under the SOURA project on EPC, EPC-RESCO hybrid basis in the domestic sector in Kerala.
The Government of Kerala has launched the project SOURA to add 1000 MW Solar Power Plants to the grid of Kerala State Electricity Board Ltd, under Urja Kerala Mission, a vision to develop the energy sector in the state to global standards.This vision is in line with the spirit of the national goal of achieving 100 GW of solar capacity by 2022. Out of 1000 MW, 500 MW is earmarked for RoofTop Solar (RTS) plants and 200 MW will be deployed in the first phase.
The scope of work include design, supply, installation, testing and commissioning of grid tied rooftop solar PV power plants under PART A: 2-3 kWp (EPC RESCO Hybrid Model, EPC Model), PART B: 4-10 kWp (EPC Model), PART C: 11-100 kWp (EPC Model), PART D: 101-500 kWp (EPC Model). The responsibility of the contractor will also include O & M of the plant for 5 years whereas, under the Hybrid model, the contractor shall carry out O&M of supply energy from the plants for 25 years.EPC Model is applicable in Part B, Part C, and Part D.
The minimum bid capacity is 1MWp under each requisition and maximum bid capacity is 150MWp.The bidders will be selected on e-reverse bidding followed by an e-reverse auction and manual L-1 matching. The bidders have the option to quote the EPC Price for PART A / PART B /PART C /PART D independently or in combinations.
The upper ceiling rate in e-reverse bidding inclusive of 5 years O & M charges, statutory fees, cost of metering and all taxes are as follows:
Part -A , B: <= 10 kWp : Rs. 54,000 /kWp;
Part – C: > 11 – 100 kWp : Rs. 48,000 /kWp;
Part – D: > 101 – 500 kWp : Rs. 45,000 /kWp.
The starting date of bid submission is 29.3.2020 and the date of publication of clarifications on queries is 28.3.2020. Last date & time of online submission of bid document Is 17.4.2020 and the deadline for submission of hard copies of attachments authority is on 20.4.2020 at 11.00 am. The opening of nonfinancial bids (cover 1&2) is 20.4.2020 at11:30 am. The opening date of financial bids(cover 3)Is 11.5.2020 at 11 am.E-Reverse auction start will be 11.5.2020 at 1.00 pm and will close after 2 minutes. The pre-bid meeting for the tender will be held on 25.3.2020.
EMD (Earnest Money Deposit) of Rs. 100/- as Bank Guarantee per kWp of quoted capacity, subject to a maximum of Rs.10 lakhs shall be submitted by bidders. The tender cost of the project is Rs. 29,500/- and Platform fee for E-tender is Rs.20,000/- + GST.
The document also highlighted that bidders who offer rates in the range L1 + 10 % of L1 in the e-Reverse Auction process are eligible for L1 matching.
