Bihar Government Invites Bids for 200 MW Rooftop Solar Power Plants

The Bihar Renewable Energy Development Agency (BREDA), operating under the Energy Department of the Bihar Government, has issued an Expression of Interest (EOI) seeking empanelment of agencies for the design, supply, erection, testing, commissioning, and comprehensive operation & maintenance of grid-connected rooftop solar power plants. This initiative, under the CAPEX model, aims to establish solar power plants with a combined capacity of 200 MW across various government buildings in the state of Bihar.

The EOI, invites bids through the e-tendering process via National Competitive Bidding (NCB). Interested bidders must meet the specified eligibility criteria to participate in the tendering process. The EMD (Earnest Money Deposit) required for bidding is Rs. 1 crore, payable through Internet Payment Gateway (IPG), Challan, or Bank Guarantee from any Nationalized/Scheduled Commercial Bank. Additionally, the tender document cost is Rs. 11,800/- inclusive of GST @ 18%, to be paid through online modes.

Key dates for the tender process include the start date of online sale of tender documents on April 24, 2024, and a physical pre-bid meeting scheduled for May 8, 2024. The last date for online submission of tender documents is May 27, 2024, with the submission of original EMD and other required documents in hard copy due by May 28, 2024. The opening of the Techno-Commercial Part (Part-I) is set for May 28, 2024, with the date for opening the Financial Part (Part-II) to be communicated to eligible bidders via email.
