The tender document has been released for the turnkey execution of a 70 MW (AC) ground-mounted solar power plant at Nandan Washery, Kanhan area, Western Coalfields Limited (WCL). This project is intended for captive consumption at various load centers of WCL in Maharashtra through open access.
The scope of the project encompasses the design, engineering, procurement, supply, construction, fabrication, erection, installation, testing, and commissioning of a grid-connected solar power plant with an aggregate capacity of 70 MW (AC) and a minimum of 40% DC overload capacity. The project includes all necessary civil, structural, and electrical works, as well as the required accessories and facilities to ensure full operational readiness. Additionally, the project will cover power evacuation, connectivity approvals, and comprehensive operation and maintenance of the plant for a period of ten years.
Key Highlights of the Scope of Work:
- Design and Engineering: The contractor will be responsible for detailed design, engineering drawings, and structural calculations. This includes civil works, power evacuation systems, and preparing all necessary documents for review and approval.
- Procurement and Supply: The contractor will provide all necessary materials, including solar PV modules with 70 MW AC capacity, module mounting structures, cables, inverters, transformers, switchgear panels, and auxiliary supply systems. Special tools, spare parts, and safety equipment are also included.
- Installation, Testing, and Commissioning: The scope includes installing PV modules, laying solar cables, setting up string monitoring units, power conditioning units, AC and DC combiner boxes, transformers, switchgear panels, and overhead transmission lines. Pre-commissioning checks and tests, synchronization, and commissioning will be conducted as per DISCOM/TRANSCO requirements.
- Operation and Maintenance: The contractor will manage the total operation and maintenance of the plant for ten years, ensuring smooth operation and security. This includes training personnel, maintaining accurate logs, procuring spare parts, conducting periodic maintenance, and ensuring compliance with statutory requirements.
Additional Responsibilities:
- Connectivity Approvals: The bidder is responsible for obtaining all necessary approvals for interstate transmission of power and plant registration.
- Transmission Line Construction: Construction of a 132 kV double circuit transmission line (approx. 6 km) from the main control station to the feeding substation, including ROW and two bays extension arrangements as approved by MPPTCL.
- Training and Documentation: Providing training to the employerโs personnel and submitting operation & maintenance manuals, as-built drawings, and other necessary documents.
The project aims to ensure the satisfactory operation of the solar power plant and its integration with the power evacuation system. The contractor is expected to uphold stringent quality standards, meet all technical specifications, and comply with Indian statutory laws.
