The Paschim Gujarat Vij Company Limited (PGVCL) recently submitted a petition to the Gujarat Electricity Regulatory Commission (GERC) seeking approval for tariff rates determined through competitive bidding under the PM KUSUM-C scheme. This initiative aims to solarize agricultural feeders at a local level to enhance sustainable energy usage in Gujarat’s agriculture sector. The tender process, part of the larger PM KUSUM scheme by the Ministry of New and Renewable Energy (MNRE), covers various types of solar projects, with capacity allocations tailored for agricultural feeders.
The tendering process under PM KUSUM-C has been extensive. PGVCL invited bids for solar power projects with a total capacity of 259 MW, involving 101 plants and various bidders. Approved tariffs for these projects range from โน2.35 to โน3.00 per kWh, indicating competitive pricing to encourage the use of renewable energy. This effort is part of a larger solarization plan for agricultural connections in Gujarat, aiming to reduce dependence on conventional energy sources and promote self-sustained energy usage in rural areas.
PGVCL’s petition outlines the scope of the bidding process, including various technical requirements for solar project setup and power delivery. Successful bidders are responsible for maintaining solar facilities for over 25 years and meeting technical standards established by MNRE. The process emphasized using domestically manufactured components to support local industry while achieving cost efficiencies.
Under PM KUSUM-C, three key components are promoted: decentralized solar power generation, solar-powered agricultural pumps, and the solarization of grid-connected agriculture pumps. The feeder-level solarization scheme specifically targets agricultural loads, with projects designed to cover the annual energy needs of designated feeders, helping farmers transition to sustainable power sources.
PGVCL’s implementation of the PM KUSUM-C scheme is aligned with the Gujarat Electricity Industry Reorganization and Regulation Act, 2003. The petition seeks GERCโs adoption of the tariffs and approval of the power purchase agreements (PPAs) with selected bidders, ensuring that these solar projects receive financial and regulatory backing.
This initiative supports Gujarat’s goals to advance renewable energy adoption across sectors. By transitioning agricultural power to solar, the state aims to improve energy reliability in rural regions, reduce emissions, and encourage efficient energy use in farming. GERCโs decision on the tariff adoption will play a critical role in the scheme’s progression, helping Gujarat move closer to its renewable energy targets and contribute to India’s larger clean energy ambitions.
