Central Mine Planning And Design Institute Invites Bids For 10 MW Solar Power Plant In Odisha

The Central Mine Planning and Design Institute Limited (CMPDI) has invited online bids for the design, engineering, procurement, supply, construction, erection, testing, and commissioning of a 10 MW (AC) grid-connected solar power plant. This project also includes a comprehensive operation and maintenance (O&M) period of 10 years. The plant will be established in Kirarama Village, Lakhanpur area, Jharsuguda district, Odisha, under the Mahanadi Coalfields Limited (MCL).

The total duration of the contract is 3,892 days, comprising 240 days for plant construction, testing, and commissioning, and 3,652 days for O&M. The estimated project cost, inclusive of GST, is โ‚น58.524 crores. Interested bidders are required to submit an Earnest Money Deposit (EMD) of โ‚น50,00,000, which must be paid online through designated banking channels before bid submission. Exemption from EMD is not applicable for this tender. Additionally, successful bidders will need to furnish a Performance Bank Guarantee (PBG) as stipulated in the contract.

The bidding process began on November 20, 2024, with the publication of the tender notice. Documents can be downloaded from the e-procurement portals until the submission deadline of 14th December 2024. Queries from bidders can be raised online, and responses will be made visible to all participants. A pre-bid meeting will also be held online to address potential concerns.

The solar power plant is required to achieve a minimum 40% DC overload capacity and must include all civil, structural, and electrical works, as well as power evacuation facilities. The plant’s output will be connected to the 132/33 kV Jorabaga Central Substation located approximately 6 km away. If modifications to the connection point or route occur, the cost of additional infrastructure will be reimbursed based on pre-quoted rates or applicable schedules.

Eligibility criteria demand that bidders demonstrate prior experience in constructing similar solar photovoltaic (SPV) power plants and meet financial turnover and working capital requirements. Joint ventures are permitted with conditions on participation shares and responsibility distribution among members.

The project emphasizes compliance with safety, environmental, and operational standards. A net electrical energy generation guarantee (NEEGG) has been outlined, specifying annual generation values to ensure performance benchmarks. Failure to meet these targets may result in penalties or damages.
