Cochin Port Authority Launches Bids For 15 MW Floating Solar Project At Willingdon Island

The Cochin Port Authority has initiated the bidding process for implementing a 15 MWp grid-connected floating solar PV project at Willingdon Island under the RESCO model. This project includes the operation and maintenance of the facility for 25 years. The bidding process adheres to a two-packet system and will conclude on February 4, 2025, at 3:00 PM, with the bids being opened shortly after. Interested bidders are required to comply with various qualifications and criteria.

The bid requires an earnest money deposit (EMD) of โ‚น12,51,000 and an ePBG of 5% of the bid value, valid for 122 months. The bidder’s minimum average annual turnover over the last three financial years should be โ‚น187 lakh, and they must demonstrate seven years of experience in providing similar services. Exemptions for startups and MSEs are not applicable.

The evaluation process includes multiple stages: responsiveness checks, eligibility assessment, technical evaluation, and the selection of the successful bidder. Tariff rates will be the primary basis for selection, with additional weight given to the capacity utilization factor in case of identical bids.

The project focuses on sustainable development, aiming to integrate renewable energy into port operations. The buyer has also included options for quantity adjustments and strict compliance requirements for bidders regarding labor and legal standards. Purchase preferences for MSEs and adherence to the Make in India policy are incorporated to encourage local participation.

Reverse auctions will be conducted among technically qualified bidders, with specific rules for participation. The project reflects the government’s commitment to green energy solutions in strategic locations like ports.
