Mahanadi Coalfields Limited (MCL), a subsidiary of Coal India Limited, has released a tender for setting up a grid-connected ground-mounted solar power plant in Odisha. The total capacity of the plant will be 25 MW (AC), and it will have at least 40% additional DC capacity. The project will be spread across two locations: Rampur Colliery in the Orient Area and Samaleswari OCP in the IB Valley Area. The tender has been announced by Shri Sanjeev Agrawal, General Manager (Min)/HOD (Solar/RE), and was published on May 2, 2025.
The total duration of the contract is 4382 days. This includes 730 days for construction, testing, and commissioning of the plant, and 3652 days for operations and maintenance. The estimated cost of the project is ₹144.06 crore, including GST. The bid submission end date is 19th May 2025.
Bidders can access the tender documents on the Coal India Tenders website. A Digital Signature Certificate (DSC) is mandatory for participation. Interested bidders must also deposit an Earnest Money Deposit (EMD) of ₹50 lakh, which must be paid online. There will be a pre-bid meeting held online through video conferencing, and bidders will need to request the link via email. The selected bidder will have to complete the project within the timeframe specified in the tender. The company has stated that it is not bound to accept the lowest bid and has the right to reject any or all bids without giving any reason. MCL also reserves the right to extend the tender deadlines if needed.
The winning bidder will be required to submit a Performance Bank Guarantee. The guarantee must be valid for one year or 240 days beyond the contract period or any extended period, whichever is longer. If the total contract period exceeds three years, the guarantee must be valid for at least three years.
