The National Capital Region Transport Corporation Ltd. (NCRTC), a joint venture of the Government of India and participating states, has invited open electronic bids for selecting a solar power developer to set up a 110 MW (AC) grid-connected solar PV power project in Uttar Pradesh under the captive mode. The bidding process will follow an open competitive bidding method under a single-stage, two-packet system.
The completion period for the project is set at 18 months from the signing of the Power Purchase Agreement (PPA). The bid security amount is ₹6.60 crores, which must remain valid until 20 April 2026 in the case of a bank guarantee. The bid security can be submitted in the form of a bank guarantee, demand draft, banker’s cheque, or fixed deposit receipt (FDR). Original bid securities must be submitted physically to the employer’s office by 3:00 PM on 25 September 2025, along with scanned copies uploaded in the online bid. Any bid without the original bid security in physical form will be rejected.
The bid documents are available free of cost for download from 11 August 2025 until 25 September 2025 at 3:00 PM on the e-procurement portal. The cost of bid documents is nil. The last date for seeking clarifications is 29 August 2025, up to 5:00 PM. Queries received after this date will not be acknowledged. The pre-bid meeting will take place on 26 August 2025 at 11:00 AM through video conferencing. Interested bidders must send a request at least two days prior to the meeting to receive the link.
The start date for online bid submission is 18 September 2025 at 3:00 PM, and the last date is 25 September 2025 at 3:00 PM. The technical bids will be opened on 26 September 2025 at 3:00 PM, while the date for opening the financial bids will be announced later to the technically qualified bidders. Bids must remain valid for 180 days from the date of submission.
All bidding activities, including submission of bids, clarifications, and issuance of corrigenda or addenda, will be conducted through the e-procurement portal. Manual bids will not be accepted. Prospective bidders must ensure they are registered on the e-procurement portal and have a valid Class-III digital signature certificate.
The NCRTC has also stated that it reserves the right to accept or reject any or all bids without assigning reasons, and no bidder shall have any claim for such rejection. The letter of acceptance for the successful bidder will be sent via registered post, courier, hand delivery, and email.
