CERC Considers Transmission License For Mandsaur RE Project To Evacuate 2 GW Renewable Energy

The Central Electricity Regulatory Commission (CERC) issued an order on December 15, 2025, regarding Petition No. 869/TL/2025 filed by Mandsaur I RE Transmission Limited (MIRTL) for the grant of a transmission license. The application has been submitted under Sections 14 and 15 of the Electricity Act, 2003, along with the Central Electricity Regulatory Commission (Procedure, Terms and Conditions for Grant of Transmission License and other related matters) Regulations, 2024. MIRTL, a fully owned subsidiary of Power Grid Corporation of India Limited, is seeking the license for its project titled “Augmentation of transformation capacity and Implementation of line bays at Mandsaur Substation for RE Interconnection” on a Build, Own, Operate and Transfer (BOOT) basis.

The project involves several key transmission elements at the Mandsaur Substation and Power Station, with different Scheduled Commercial Operation Dates (SCOD). Four major elements are planned for simultaneous commissioning on March 24, 2027. These include the creation of a new 400 kV and 765 kV Bus Section-II with sectionalizer arrangements, augmentation of transformation capacity through a 1 × 1500 MVA, 765/400 kV ICT (4th), a 1 × 500 MVA, 400/220 kV ICT (6th), and a 220 kV line bay for interconnection of a 300 MW solar project from Waaree Renewables Technologies Ltd. These elements are designed to be interdependent, requiring simultaneous commissioning for efficient utilization.

Additional elements of the project include a 400 kV line bay on the 400 kV Bus Section-II for connecting a 300 MW solar project of NTPC Renewable Energy Ltd., scheduled for June 30, 2027. Further augmentations are planned for June 15, 2027, including the installation of a 1 × 500 MVA, 400/220 kV ICT (7th) terminating on 400 kV Bus Section-II and 220 kV Bus Section-III, and creation of a new 220 kV Bus Section-3 with a sectionalizer arrangement at Mandsaur Power Station. Two additional 220 kV line bays will be established on the new 220 kV Bus Section-3: one for a 350 MW wind project by JSP Green Pvt. Ltd., and another for a 250 MW hybrid project of TEQ Green Power XXII Pvt. Ltd., with respective SCODs of June 15, 2027, and March 30, 2028.

The Power Grid Corporation of India Limited was selected as the successful bidder for this transmission project through a tariff-based competitive Bidding process, quoting the lowest transmission charges of Rs. 446.99 million per annum. PFC Consulting Limited acted as the Bid Process Coordinator for the project. Power Grid acquired a 100% equity holding in MIRTL on October 8, 2025, following an extension provided by the BPC for the completion of all activities. The Central Transmission Utility of India Limited has recommended the grant of the transmission license to MIRTL. The project aims to evacuate 2 GW of renewable energy from the Neemuch/Mandsaur Renewable Energy Zone, underlining the strategic importance of the transmission scheme.

The Commission has indicated that it is prima facie satisfied that MIRTL meets the conditions required for the grant of an inter-State transmission license. Accordingly, CERC has directed the publication of a public notice in two daily digital newspapers and on its official website, inviting suggestions or objections from stakeholders. The deadline for submitting responses has been set as December 31, 2025. The next hearing for the petition is scheduled for January 6, 2026. This project is expected to strengthen the renewable energy infrastructure in the region and support the efficient evacuation of power from multiple solar and wind projects.

The initiative highlights the growing focus on expanding transmission infrastructure to accommodate increasing renewable energy capacity, ensuring reliability and efficiency in inter-state power flow while supporting India’s clean energy targets.
