APSERC Issues New Tariff Order For 2026-27 To Strengthen Arunachal Pradesh Power Sector In Arunachal Pradesh

The Arunachal Pradesh State Electricity Regulatory Commission issued a major order on March 31, 2026, bringing important changes to the electricity sector in the state. The order focuses on three key financial aspects of the Department of Power under the Government of Arunachal Pradesh. These include the final accounting, known as true-up, for the financial year 2024-25, the Annual Performance Review for 2025-26, and the approval of the Aggregate Revenue Requirement and retail tariffs for 2026-27.

The decision was taken by the Commission, led by the Chairman, along with a Member (Law). It is based on a petition submitted by the Department of Power in November 2025. The Commission examined audited financial records and also considered public feedback collected during consultations before finalizing the order. The aim is to ensure that the department operates efficiently while recovering its costs in a fair manner.

One of the main highlights of the order is the approval of the new retail supply tariff, which will come into effect from April 1, 2026. This tariff will remain valid until March 31, 2027, unless revised earlier. The revised tariff applies to different consumer groups such as domestic households, commercial establishments, public lighting services, agriculture, and industrial users. The Commission has also introduced modern tariff options, including a green tariff to promote clean energy usage and special rates for electric vehicle charging stations, showing a shift toward sustainable energy practices.

The order also puts strong emphasis on improving financial discipline and operational efficiency. Detailed reviews have been carried out on power purchase costs, transmission expenses, and maintenance spending. A key concern highlighted is the reduction of Aggregate Technical and Commercial losses, which occur due to energy leakage, faulty systems, or inefficiencies in billing and collection. The Department of Power has been directed to take corrective steps such as improving billing systems, replacing defective meters, and ensuring that all connections are properly metered.

To increase transparency, the Commission has instructed the Department of Power to publish a summary of the tariff order in at least three widely circulated English newspapers in the state within seven days. This is aimed at helping consumers understand how the new tariffs will impact them. The department has also been directed to follow safety standards strictly, report any accidents promptly, and streamline consumer categories for better management.

Overall, this order is expected to strengthen the power sector in Arunachal Pradesh by improving efficiency, ensuring financial stability, and supporting the transition toward cleaner energy solutions while protecting consumer interests.
