The Punjab State Electricity Regulatory Commission (PSERC) has reserved its decision on a petition filed by Punjab State Power Corporation Limited (PSPCL) seeking temporary exemptions on wheeling charges for eligible Open Access consumers. The proposal covers the period from May 1, 2026, to June 30, 2026, and applies to electricity consumed during night hours between 10:00 PM and 6:00 AM.
According to the petition, PSPCL has requested approval to waive wheeling charges for eligible consumers during the specified hours. The utility has also sought permission to recover the financial impact of this exemption through its Annual Revenue Requirement (ARR), allowing the revenue loss to be considered during the tariff determination process.
The matter came up for admission hearing before the Commission on July 8, 2026. During the proceedings, PSERC examined an issue that had been raised in its earlier order dated May 27, 2026. At that time, the Commission had asked PSPCL to explain the difference between the relief requested in its petition and the waiver provisions mentioned in Commercial Circular No. 23/2026.
PSPCL submitted its response on July 7, 2026. However, the Commission observed that the reply was not supported by an affidavit, which is mandatory under Regulation 13(3) of the PSERC (Conduct of Business) Regulations, 2005.
The bench, comprising Chairperson Sanjay Gupta and members Ravinder Singh Saini and Ravi Kumar, directed PSPCL to file the required affidavit within two days to ensure compliance with the regulatory requirements.
After hearing the submissions made by PSPCL’s representatives, the Commission reserved its final order on the petition. The decision will determine whether the proposed temporary exemption on wheeling charges and the related ARR recovery mechanism will be approved.
