The Organization for Cross-regional Coordination of Transmission Operators (OCCTO), Japan, has released the final updated results of the 28th Solar Power Auction, the first solar auction conducted for the 2026 fiscal year under the country’s Feed-in Premium (FIP) scheme. The auction was designed for solar power generation facilities with an individual capacity of 250 kW or more and forms part of Japan’s ongoing efforts to promote renewable energy development through competitive bidding.
For this auction, the Japanese government allocated a total procurement capacity of 91 MW, equivalent to 91,000 kW. The maximum permitted bid price was capped at 9.60 yen per kilowatt-hour (kWh), setting the upper limit for developers participating in the auction.
The bidding process received strong interest from the renewable energy sector. A total of 36 business plans, representing a combined generating capacity of 139,323 kW, were submitted for qualification screening. After the review process, 34 projects with a combined capacity of 136,874 kW were approved to participate. Eventually, 33 developers submitted final bids totaling 135,374 kW, significantly exceeding the auction’s available capacity. The weighted average price of all submitted bids stood at 7.62 yen/kWh.
According to the initial auction results announced by OCCTO on June 22, 2026, 30 projects were selected as successful bidders, exactly meeting the government’s procurement target of 91,000 kW. The winning projects achieved a weighted average bid price of 6.74 yen/kWh. The successful bid prices ranged from a minimum of 0.00 yen/kWh to a maximum of 7.89 yen/kWh. Several developers, including Chihiki Power Co., Ltd., secured winning positions by submitting the lowest possible bid of 0.00 yen/kWh, reflecting highly competitive pricing in the auction.
However, the auction results were later revised after two successful bidders withdrew from the process. On June 30, 2026, KA Solar LLC, which had secured a 1,764.3 kW project with a bid price of 7.89 yen/kWh, withdrew from the auction. In accordance with the auction rules, the next eligible bidder, AC12 LLC, was promoted to winning status with the same project capacity but at a bid price of 9.37 yen/kWh. AC12 LLC also withdrew from the auction on July 6, 2026, resulting in another adjustment to the final outcome.
OCCTO published the revised results on July 9, 2026. Following the two withdrawals, the number of successful projects declined from 30 to 29, while the total awarded capacity decreased slightly from 91,000 kW to 89,235.7 kW. Despite these changes, the lowest and highest successful bid prices remained unchanged at 0.00 yen/kWh and 7.89 yen/kWh, respectively. The weighted average price of the winning projects also improved marginally, declining from 6.74 yen/kWh in the initial announcement to 6.72 yen/kWh in the final updated results, highlighting the continued competitiveness of Japan’s utility-scale solar market under the FIP auction framework.
