In order to supply power to the Sealdah division of Kolkata, Eastern Railways has invited bids to install grid-connected rooftop solar power projects with a 2 MW capacity through a public-private partnership mode.
Eastern Railways will be the sole user of the solar power produced by the project. The goal of the program is to reduce reliance on fossil fuel-powered main grid electricity for conventional power.
The project will involve the installation of 40-50 kW rooftop solar systems at six different Sealdah Division locations.
Bids can only be submitted until December 26, 2023, and on the same day bids will be unveiled.
In addition to the tender cost of ₹34,810, bidders must deposit ₹17 lacs as earnest money for each MW of the quoted capacity.
Within 30 days of signing the power purchase agreement, the winning bidders are required to submit a performance bank guarantee of ₹16 lacs per MW of the awarded capacity.
The ability to install grid-connected solar rooftop systems with a minimum capacity of 200 kW must be demonstrated by the bidders, either in their capacity as developers or as providers of engineering, procurement, and construction services, in order to participate in the tender procedure.
Alternatively, as a developer or an EPC provider, they should have a track record of installing and commissioning systems with a minimum total capacity of 1 MW in any grid-connected system, regardless of the sector (residential, social, industrial, commercial, or government).
In addition to the above requirement, Bidders must have a positive net worth for the previous three fiscal years and an average annual turnover of ₹150 lacs.
If a parent company is involved, the bidder’s eligibility will be determined based on the parent company’s eligibility criteria, as long as the parent company owns at least 26% of the shares in the company that is bidding.
