EESL Invites Bids for 2,000 MWp DCR-Compliant Monocrystalline Solar PV Modules Contract Across India

Energy Efficiency Services Limited (EESL) has announced an invitation for sealed bids from eligible bidders for an annual rate contract to supply approximately 2,000 MWp of Domestic Content Requirement (DCR) compliant Monocrystalline Solar PV Modules across India. The tender will be conducted on a domestic competitive bidding basis under a secured e-procurement procedure.

The deadline for bid submissions is set for July 9, 2024, with both soft and hard copy parts due by 11:00 AM IST. The bid opening for the first envelope, which includes Packet-I and Packet-II, will occur on the same day at 11:30 AM IST. The schedule for the second envelope, which contains the price bid, will be communicated after the evaluation of the first envelope bids, as per the Instructions to Bidders (ITB).

The tender document fee is Rs. 25,000, which is non-refundable and non-adjustable. This fee can be paid either physically or online, detailed in ITB 1.4, Section-2.

Bidders are required to submit an Earnest Money Deposit (EMD) based on the package they are bidding for. The EMD amounts are as follows: Rs. 23.76 crore for Package I, Rs. 24.20 crore for Package II, Rs. 15.92 crore for Package III, Rs. 21 crore for Package IV, and Rs. 14 crore for Package V.

The Letter of Award (LOA) or Notice of Award (NOA) will be valid for 12 months from the date of issuance, with prices remaining fixed and firm throughout the contract period. This tender represents a significant step towards enhancing India’s solar energy capacity with DCR-compliant modules, promoting domestic manufacturing and sustainable energy solutions.
