The Central Government, through the Ministry of Environment, Forests, and Climate Change, has issued a notification to streamline compliance for specific industrial sectors. Under the Air (Prevention and Control of Pollution) Act, 1981, industrial plants with a pollution index score of up to 20 are now exempted from certain provisions. This exemption is granted on the condition that these plants inform the respective State Pollution Control Boards or Pollution Control Committees in writing. Additionally, industrial units that have previously received environmental clearance as per the Environment Protection Act, 1986, are also included under this exemption.
The notification outlines a “White Category” of industries identified by the Central Pollution Control Board (CPCB). These industries are considered to have minimal environmental impact due to their low emissions and waste generation. Examples include the assembly of bicycles, non-motorized vehicles, repair and servicing units, and solar module manufacturing. Industries that operate solely through dry mechanical processes, such as the repair of electric motors, are also included.
Specific processes like the production of solar energy through photovoltaic cells, wind energy, and mini hydropower projects (with capacities below 25 MW) are classified as environmentally friendly under this framework. This classification reflects the governmentโs intent to support clean energy development and reduce administrative burdens for industries with negligible environmental footprints.
The notification also includes measures to promote bio-based solutions. Household bio-digesters and plants utilizing biodegradable waste for energy generation are highlighted. Industrial units producing organic manure and other eco-friendly products through physical mixing processes are similarly encouraged. However, these operations must comply with the stipulations outlined in earlier Gazette notifications, particularly regarding the use of byproducts as fertilizers without generating wastewater.
To facilitate implementation, the Ministry may issue standardized operating procedures for these exempted sectors. These procedures aim to ensure smooth adherence to the rules while maintaining environmental safeguards. Industries benefiting from the exemption are expected to continue prioritizing environmental sustainability while complying with minimal regulatory requirements.
This move is seen as part of broader efforts to enhance the ease of doing business while fostering environmentally sustainable practices across industries. By reducing regulatory pressures on low-polluting units and promoting eco-friendly technologies, the government aligns its policies with global sustainability goals. This notification not only simplifies operations for many industrial units but also reinforces India’s commitment to balancing economic growth with environmental stewardship.
