NHPC Limited has invited bids for the selection of a rooftop developer to set up 19.2 MW grid-connected solar rooftop plants on various government buildings in Haryana under the RESCO model. The bidding process follows a tariff-based competitive system with an e-reverse auction. The tender ID is 2025_NHPC_848036_1, and the process is managed by NHPC Renewable Energy Limited.
The cost of the bid document is ₹5,000, payable via demand draft. The earnest money deposit (EMD) required for the bid is ₹1.3 crore, which can be submitted in the form of a demand draft, bank guarantee, proof of insurance, or insurance surety bond.
The bid submission process involves an online and offline submission. The deadline for online bid submission is March 24, 2025, at 5:30 PM, while the offline submission deadline is March 27, 2025, at 5:00 PM. The opening of technical bids is scheduled for March 28, 2025, at 3:00 PM at NHPC’s office in Faridabad. The date for opening financial bids and the start of the e-reverse auction will be announced later.
The successful bidder will have nine months from the date of signing the Power Purchase Agreement (PPA) to complete the installation of the rooftop solar systems. The project aims to enhance solar power generation on government buildings, contributing to India’s renewable energy goals.
To qualify for the bid, applicants must meet specific financial and technical criteria. They must have experience in designing, supplying, erecting, and commissioning solar photovoltaic grid-connected power plants of at least 400 kWp capacity, with at least one installation of 40 kWp or more. Alternatively, they must have experience as a solar power project developer or an EPC contractor for infrastructure projects valued at a minimum of ₹4 crore. Additionally, bidders must demonstrate financial stability with an average annual turnover of at least ₹34.57 crore over the past three years, a positive net worth for at least two of the last three years, and a working capital of ₹19.20 crore.
The project will be executed through a public-private partnership, and states have been encouraged to promote renewable energy solutions like Battery Energy Storage Systems (BESS) and Pumped Storage Projects (PSP) to ensure energy security. The NHPC has assured full support for strengthening the power sector through such initiatives.
