Kuwait Invites Qualifications for 500MW Solar PV Project under Al Dibdibah and Al Shagaya Renewable Energy Initiative

Kuwait has officially launched the bidding process for a major solar energy project aimed at boosting its renewable power capacity. The Kuwait Authority for Partnership Projects (KAPP), along with the Ministry of Electricity, Water & Renewable Energy (MEWRE), has issued a Request for Qualification (RFQ) for the development of a 500-megawatt solar photovoltaic (PV) plant.

The project, part of the Al Dibdibah and Al Shagaya Renewable Energy Program โ€“ Phase III, Zone 2, will be built in Jahra Governorate, located about 100 kilometers west of Kuwait City. Once completed, it will supply clean energy to Kuwaitโ€™s national power grid.

Developers selected for the project will be responsible for its full lifecycle โ€” including design, financing, construction, operation, and maintenance. After 30 years, ownership will be transferred back to the government. The plantโ€™s output will be purchased by MEWRE under a long-term power purchase agreement (PPA).

To guide the project, KAPP and MEWRE have appointed Ernst & Young as the Lead and Financial Advisor, DLA Piper as Legal Advisor, and DNV as Technical and Environmental Advisor.

Companies or consortiums interested in participating must submit their qualifications by 24 July 2025. This marks a key step forward in Kuwaitโ€™s plan to diversify its energy mix and invest in sustainable infrastructure.
