SJVN Limited has invited bids for the development of a 265 MW/530 MWh Standalone Battery Energy Storage System (BESS) in Haryana under a Tariff-Based Competitive Bidding (TBCB) framework supported by Viability Gap Funding (VGF). The company has issued the Request for Selection (RfS No.: SJVN/CC-Delhi/REIA/2026/BESS-2) to select a BESS developer for the project, which will help strengthen grid reliability and support the integration of renewable energy into the state’s power system.
SJVN is acting as the Intermediary Procurer and Implementing Agency on behalf of Uttar Haryana Bijli Vitran Nigam Limited (UHBVNL). The selected developer will establish, own, operate, and maintain the battery energy storage system while providing storage services for a contract period of 12 years.
The total project capacity of 265 MW/530 MWh has been divided into two components. The first project consists of a 250 MW/500 MWh standalone BESS that will be developed under the Viability Gap Funding scheme supported through the Power System Development Fund (PSDF). The second project comprises a 15 MW/30 MWh BESS under the State Component VGF scheme. Both facilities will be located near the 220 kV Substation of the Panipat Thermal Power Station (PTPS) in Haryana.
To facilitate project development, land will be provided on a lease or Right-to-Use (ROU) basis at a nominal rent of ₹1 per acre per year. SJVN has made it mandatory for bidders to quote for the entire 265 MW/530 MWh capacity. Partial capacity bids will not be accepted.
According to the bidding schedule, the RfS was issued on July 24, 2026. A site visit has been scheduled for July 28, followed by a pre-bid meeting on July 30 at 11:00 AM. Interested bidders must submit their online bids by August 21, 2026, before 2:00 PM, while technical bids will be opened on the same day at 4:00 PM. Hard copies of the required documents must be submitted by August 24, 2026, before 3:00 PM. The bids will remain valid for 12 months from the last date of online submission.
The tender also outlines several financial requirements for participation. The non-refundable RfS document fee has been fixed at ₹29,500, including GST, while the bid processing fee is ₹15 lakh plus 18% GST. Bidders must submit an Earnest Money Deposit (EMD) of ₹2.40 lakh per MWh, amounting to ₹12.72 crore for the complete 530 MWh project. The EMD can be furnished through a Bank Guarantee, Electronic Bank Guarantee, Payment on Order Instrument (POI) issued by IREDA, PFC, or REC, or an Insurance Surety Bond. However, MSMEs with valid UDYAM registration are exempt from submitting the EMD upon providing a Bid Security Declaration.
Selected developers will also be required to furnish a Performance Bank Guarantee before signing the Battery Energy Storage Purchase Agreement (BESPA). The project offers Viability Gap Funding capped at ₹18 lakh per MWh for both project components, with the 30 MWh state component eligible for VGF up to 30% of the project capital cost. The developer selection process will follow a single-stage, two-envelope electronic bidding system, followed by an electronic reverse auction on the ISN-ETS portal. The tender is expected to attract strong participation from battery storage developers as Haryana continues to expand its energy storage infrastructure to support a growing share of renewable power in the electricity grid.
