Cochin Shipyard Limited (CSL) has invited competitive bids for the development of a grid-connected Battery Energy Storage System (BESS) with a capacity of 20 MWh and 10 MW at its facility. The project is being tendered on a turnkey basis and will cover the complete scope of design, supply, installation, testing, and commissioning of the energy storage system.
The tender has been issued under Tender No. U&M/MRS/T/003/26-27 on September 15, 2026. CSL has estimated the Probable Amount of Contract (PAC) at Rs. 34.29 crore, including Goods and Services Tax (GST). The tender will follow a two-bid system covering technical and commercial submissions.
Interested bidders are required to submit an Earnest Money Deposit (EMD) of Rs. 32.50 lakh as part of the bidding process. The successful bidder will also be required to provide a Performance Bank Guarantee (PBG) after the award of the contract. As per CSL’s standard commercial conditions for turnkey projects, the PBG will be equivalent to 3% to 5% of the contract value.
Before submitting their bids, prospective contractors are required to conduct a preliminary site study at the CSL facility. The site assessment is intended to help bidders understand the existing site conditions and requirements associated with implementing the BESS project. CSL has specified that additional expenses related to such requirements will not be paid separately, and bidders must factor them into their quoted prices.
The mandatory pre-bid meeting and site study are scheduled for September 29, 2026, at 10:30 AM at the CSL premises. The last date for submission of completed bids through the online GePNIC portal is October 13, 2026, until 2:00 PM. The submitted bids will be opened on October 14, 2026, at 2:30 PM.
Following the award, the selected contractor will be responsible for completing the entire project, including commissioning, within 300 days. This period will follow an initial seven-day mobilization period.
The tender provides an opportunity for qualified contractors and energy storage system providers to participate in a large-scale BESS deployment at a major government-owned industrial facility. The project is expected to involve integrated engineering, equipment supply, installation, testing, and commissioning activities as part of a single turnkey contract.
