RECPDCL Invites Bids for 290 MW Solar Power Projects, Expandable by Another 290 MW

REC Power Development and Consultancy (RECPDCL) has invited bids for the development of 290 MW grid-connected solar power projects across India, with an optional 290 MW expansion. Acting as the bid coordinator for Prayagraj Power Generation Company (PPGCL), RECPDCL oversees the Build-Own-Operate projects under the Ministry of Power’s Flexibility in Generation and Scheduling program. The selected bidder will commit to a 25-year power purchase agreement with PPGCL, intending to replace thermal power in existing agreements with distribution companies.

Bidders are required to submit non-refundable fees, including a document fee of ₹29,500 and a bid processing fee of ₹15 lacs plus 18% GST. An earnest money deposit of ₹900,000 per MW and a performance bank guarantee of ₹17.5 lacs per MW are also mandatory. Administrative overheads, amounting to ₹100,000/MW/project + 18% GST, will be paid to RECPDCL upon success.

Projects must adhere to regulatory guidelines, and for those outside Uttar Pradesh, the delivery point is determined by the project’s connection to Central Transmission Utility (CTU) or State Transmission Utility (STU). Transmission-related charges and losses are the responsibility of the solar developer. The tender allows for block sizes of 5 MW or higher, and solar modules must be sourced from the Ministry of New and Renewable Energy’s Approved List of Models and Manufacturers. The project can employ various photovoltaic technologies, including crystalline silicon, thin film, or concentrator photovoltaics with or without trackers. Bids are accepted until December 12, 2023, with the opening scheduled for December 15.
