The Ministry of New and Renewable Energy (MNRE) has announced amendments to the Approved Models and Manufacturers of Solar Photovoltaic Modules (ALMM) Order issued in January 2019. These changes focus on the inclusion of solar PV cells in ALMMโs framework, aiming to strengthen the solar manufacturing ecosystem in India. The original ALMM order provided two lists: one for solar PV modules and another for solar PV cells. While the module list has been in effect, the cell list has not been implemented due to limited domestic manufacturing capacity. With an expected increase in production capacity, the government plans to introduce ALMM List-II for solar PV cells, effective June 1, 2026.
Projects mandated to use ALMM-listed modules but with bid submission deadlines before this orderโs issuance will be exempt from using cells listed in ALMM List-II, even if commissioned after June 1, 2026. However, projects with bid deadlines after this orderโs issuance must use modules and cells from ALMM List-I and List-II, regardless of commissioning dates. For tenders issued before this order but with bid deadlines afterward, bidding agencies will need to amend their tender documents to reflect this new requirement.
From June 1, 2026, only modules that use ALMM-listed cells will remain in ALMM List-I. Manufacturers failing to comply will be delisted. A separate list, ALMM List-1(a), will be created for modules that do not use ALMM-listed cells. These modules will only apply to projects exempt from using ALMM-listed cells.
Net-metering and open-access renewable energy projects are generally required to use ALMM-listed modules. However, projects commissioned before June 1, 2026, will be exempt from using ALMM-listed cells. Projects commissioned after this date must comply with both module and cell requirements. Thin-film solar modules manufactured in integrated facilities listed under ALMM will be deemed compliant with cell requirements.
Procedural guidelines for including solar PV cells in ALMM List-II will be issued later. This order underscores the governmentโs commitment to enhancing domestic solar manufacturing and ensuring quality in renewable energy projects. The amendment received approval from the Minister of New and Renewable Energy.
