Forum of Regulators Holds 100th Meeting in New Delhi, Marks 21 Years of Power Sector Regulatory Reforms

Forum of Regulators successfully convened its 100th meeting at Bharat Mandapam, marking a major milestone in its 21-year journey of strengthening regulatory coordination and reforms in India’s power sector.

Established in 2005, the Forum of Regulators (FOR) functions as a statutory platform that brings together central and state electricity regulatory commissions to promote coordination, policy alignment, and improved regulatory practices across the country’s electricity sector.

Over the past two decades, the Forum has undertaken 71 studies, conducted 55 capacity-building programs, issued 25 model regulations, and released six technical committee reports along with 37 working group reports aimed at supporting the development and modernization of India’s power sector.

The landmark event was attended by several senior government officials and industry leaders, including P. K. Mishra, V. Anantha Nageswaran, and Ajay Shankar.

The meeting was inaugurated by Jishnu Barua, who welcomed the dignitaries and members of the Forum.

Addressing the gathering, Dr. P. K. Mishra highlighted the transformation of India’s power sector over the last decade and acknowledged the Forum’s contribution in supporting regulatory reforms and sectoral development.

He noted that the Forum had played a crucial role in discussions and policy evolution related to open access, tariff rationalisation, and the unbundling of utilities.

“It was in this Forum that the complexities of open access, tariff rationalisation, and the unbundling of utilities were debated and refined. Since then, the Forum has evolved into an institution of reform and guidance, helping the sector navigate various regulatory challenges,” Mishra stated.

During the event, Dr. Mishra also launched the “Forum of Regulators Coffee Table Book,” documenting the institution’s journey, key achievements, and future vision for India’s evolving power sector.

Meanwhile, Dr. V. Anantha Nageswaran discussed the changing geopolitical environment, India’s energy vulnerabilities, and the strategic role of the power sector in strengthening energy security and economic resilience.

The Energy and Resources Institute Distinguished Speaker Ajay Shankar spoke about India’s net-zero ambitions and emphasized the importance of learning from the country’s solar mission to accelerate broader decarbonization efforts.

The inaugural session concluded with a vote of thanks delivered by Harpreet Singh Pruthi, who expressed gratitude to the dignitaries for their participation and guidance during the landmark meeting.
