The Maharashtra State Electricity Distribution Company Limited (MSEDCL) has invited bids for the development of 2,000 MW/4,000 MWh Battery Energy Storage Systems (BESS) through a tariff-based competitive bidding process. The project will be implemented under the Build-Own-Operate (BOO) model and is aimed at strengthening Maharashtra’s power grid while supporting the state’s Renewable Purchase Obligation (RPO) targets in line with the guidelines issued by the Ministry of Power, Government of India.
According to the Request for Selection (RfS) document, MSEDCL plans to procure power from utility-scale energy storage systems that will provide on-demand electricity and improve grid stability. The selected Battery Energy Storage System Developers (BESSDs) will establish storage facilities with a total capacity of 2,000 MW/4,000 MWh based on one charge-discharge cycle. The procurement will be carried out through a single-stage, two-envelope competitive bidding process on the e-bidding portal.
A pre-bid meeting has been scheduled for July 8, 2026, at 12:00 PM. Interested bidders can submit their technical and financial bids until July 22, 2026, by 5:00 PM. The techno-commercial bids will be opened online according to the timelines mentioned in the Notice Inviting Tender (NIT). The date for the electronic reverse auction (e-RA) will be communicated separately to eligible bidders who qualify in the techno-commercial evaluation.
MSEDCL has specified several financial requirements for participating developers. Interested bidders must pay a non-refundable document fee of ₹29,500, including GST. In addition, a bid processing fee of ₹15 lakh plus 18% GST will be applicable for the total project capacity quoted by each bidder.
To ensure financial commitment, bidders must submit an Earnest Money Deposit (EMD) of ₹5.6 lakh per MW in the form of an Electronic Bank Guarantee or a Payment on Order Instrument (POI). Developers selected through the bidding process will also have to furnish a Performance Bank Guarantee (PBG) of ₹14 lakh per MW before signing the Battery Energy Storage Purchase Agreement (BESPA).
The RfS document also provides details of the officials responsible for the tender process. Ms. Kavita Gharat, Chief Engineer (Commercial), will oversee the project, supported by Mrs. Kiran Nagaonkar, Superintending Engineer (Renewable Energy), and Mr. Kailas Lavekar, Executive Engineer (Renewable Energy). All three officials are based at the MSEDCL Commercial Headquarters at Prakashgad in Bandra East, Mumbai.
For financial transactions, the tender and processing fees will be routed through the Bank of Maharashtra, Fort Branch, Mumbai, while the Earnest Money Deposit will be handled through the Bank of India, Mumbai Large Corporate Branch.
MSEDCL has also stated that it reserves the right to amend or modify the bidding documents at any stage of the process. As separate advertisements or notifications will not be issued for every update, bidders have been advised to regularly check the Bharat Electronic Tender portal and the official MSEDCL website for corrigenda, amendments, and any extension of bid submission timelines.
