MNRE Seeks Input On PM Surya Ghar Yojana: Payment Security And CFA For RESCO Models

The Ministry of New and Renewable Energy (MNRE) is seeking comments and suggestions on the draft guidelines for the implementation of two important components of the PM Surya Ghar: Muft Bijli Yojana. These components include the “Payment Security Mechanism” and “Central Financial Assistance” for RESCO models and utility-led aggregation models. The PM Surya Ghar: Muft Bijli Yojana was approved by the Government of India on 29th February 2024. Its main goal is to install rooftop solar plants in one crore households across India, with a financial budget of ₹75,021 crore. The scheme received administrative approval in March 2024.

The draft guidelines are now available for feedback, and stakeholders are invited to provide their comments or suggestions before 17th September 2024. These guidelines aim to create a clear structure for how the payment security mechanism and financial assistance will be implemented under the different models of the scheme.

The PM Surya Ghar: Muft Bijli Yojana is designed to promote the use of solar energy by allowing residential households to install rooftop solar panels. By doing so, they can generate their electricity and reduce dependence on traditional, non-renewable sources of energy. This initiative is expected to make a significant contribution toward India’s renewable energy goals. It has been planned to run until 2027, giving ample time for its successful implementation.

One of the main features of the scheme is the use of the RESCO model. In this model, third-party entities, rather than the consumers themselves, invest in and install the rooftop solar systems. These entities are responsible for maintaining the solar systems, and they sell the electricity generated. Over time, ownership of the system may be transferred to the consumer, depending on the specific terms of the agreement. This model helps households that may not have the upfront capital to invest in rooftop solar systems.

The scheme also includes utility-led aggregation models, where utilities or state entities take charge of installing solar systems. There are two types of utility-led models. In one model, the utility owns the system for a specific period before transferring ownership to the consumer. In the other model, the consumer owns the system from the time it is installed. This flexibility allows households with different financial situations to participate in the program.

To ensure that the program runs smoothly, a payment security mechanism has been created. This mechanism is designed to protect the investments made by RESCO companies. It guarantees that RESCO companies will receive timely payments, even if a utility or contracting party is delayed in making payments. This protection encourages more companies to take part in the scheme, ensuring the long-term success of the projects.

Additionally, the program emphasizes the use of domestically manufactured solar modules. This supports the government’s broader goal of promoting local industries and reducing dependence on imported materials. Installations that use non-domestic modules will not be eligible for financial assistance under the program.

The program is aimed at making solar energy more accessible to households across India, particularly in urban areas. By using innovative models such as RESCO and utility-led aggregation, the government hopes to increase the adoption of rooftop solar systems and reduce the country’s reliance on traditional energy sources. Inspections and technical standards will ensure that installations meet high-quality standards, which is essential for the long-term sustainability of the initiative. This will contribute significantly to India’s transition toward renewable energy sources.
