RREC Invites Bids For 800 MW-1000 MW Rampura Pumped Storage Project Feasibility Study In Rajasthan

Rajasthan Renewable Energy Corporation Limited (RREC), a state government undertaking, has invited online tenders for appointing a consulting agency to prepare a Pre-Feasibility Report (PFR) for the proposed Rampura Pumped Storage Project (PSP) in Rajasthan. The project, planned in Tonk district, is an off-stream closed-loop pumped storage facility with an indicative capacity of 800 MW to 1000 MW.

The tender has been issued under Notice Inviting Bid (NIB) No. RREC/TN-06/2026-27. Through this initiative, RREC aims to assess the technical, financial, environmental, and operational feasibility of developing a large-scale energy storage project that can support renewable energy integration and improve grid stability in the state.

The selected consulting agency will be responsible for carrying out detailed preliminary studies required for evaluating the project’s viability. The scope of work includes desk-based assessments, surface reconnaissance surveys, hydrological studies, and analysis of water availability and storage potential. The consultant will also evaluate different project configurations by preparing and assessing at least three alternative layouts to identify the most suitable design approach.

The study will include geological and seismic investigations, preliminary design of hydraulic structures, and assessment of construction requirements. The consultant will also examine grid connectivity options in coordination with the State Transmission Utility and develop suitable power evacuation plans for the proposed pumped storage facility.

As part of the feasibility assessment, the agency will prepare financial models, including calculation of levelized tariffs considering a 40-year operational period. The assignment will also involve environmental and social risk screening to identify potential challenges and ensure compliance with applicable requirements.

The entire consultancy assignment is required to be completed within 12 weeks from the date of issuance of the Letter of Award. The short timeline reflects RREC’s focus on accelerating the evaluation process for energy storage infrastructure that can complement Rajasthan’s rapidly expanding renewable energy capacity.

Interested bidders participating in the tender are required to submit a non-refundable bid document fee of Rs 5,000 along with 18% GST, amounting to Rs 5,900. Additionally, an e-procurement processing fee of Rs 2,500 plus 18% GST, totaling Rs 2,950, must be paid. The bidders are also required to submit an Earnest Money Deposit (EMD) of Rs 90,000 as bid security.

Special provisions have been included for registered Rajasthan-based small-scale industries and sick industrial units. The EMD amount has been reduced to Rs 22,500 for small-scale industries and Rs 45,000 for sick industrial units. The successful bidder will need to submit a Performance Bank Guarantee equivalent to 5% of the contract value within 15 days of receiving the Letter of Award. Reduced performance security provisions are available for eligible small-scale and sick industrial units.

The tender will follow a single-stage, two-part bidding process based on Quality and Cost Based Selection (QCBS). Technical evaluation will carry a weightage of 70%, while financial evaluation will account for the remaining 30%.

The NIB was issued on August 4, 2026, and tender documents became available from the same day at 16:00 hours. The deadline for physical submission of Envelope-I containing the bid fee, e-processing fee, and EMD documents is August 17, 2026, by 16:00 hours at the RREC office in Jaipur. Online technical bids will be opened on the same day at 17:00 hours.

The Rampura Pumped Storage Project is expected to play an important role in Rajasthan’s renewable energy strategy by providing long-duration energy storage capacity. With increasing solar and wind power generation in the state, such storage projects will help manage intermittency, enhance grid reliability, and support the transition towards a cleaner energy system.
